issue: capacitor items from creative menu

Issue:
When you grab a capacitor item out of the creative menu, it has no tags, which is fine sure, but addonpack creators might have an issue if they are trying to do things with them, the item only get the tag when they get charged.

what should happen:
the item should have the "energy" tag right out of the menu, so that it doesnt cause errors in addonpacks
