[BUG] Suggest component ignores the Plugins `search.query.filter` settings #4085

Describe the bug

Suggest component ignores the Plugins search.query.filter settings.

To Reproduce
Steps to reproduce the behavior:

Add some specific search plugin
Set search.query.filter to make only few results possible
Activate suggest component
Type something is available in global search but not within filtered results
See not relevant suggestions

Expected behavior

The plugin filters take affect the suggestions as expected.

All supported EXT:solr versions are affected

Most probably after following change 7aff158
