Potentially we could have a master labeler class or SpringActions with a master config. BUT, if you only want to grab one thing (for example, WIP Label) we could have that live in a nested file that you can reference individually.

It could be part of the build process to combine every child dependency together. The tricky bit would be combining the .yml files.
