Setup continuous integration using Octave #71

Similarly to what has been done for the SPM NIDM exporter and the SPM NIDM viewer, it would be great to setup continuous integration for SnPM.

This would mean that we would not have to run the tests locally anymore before merging a PR and doing a release.
