I don't have write permission on this repo so I can't update the checklist here, but the following Terra PRs implement most of this:

• Add GitHub Actions documentation-deployment pipeline qiskit#10610
• Migrate documentation and benchmarks from metapackage qiskit#10611
• Move metapackage shim for combined releases qiskit#10530
• Set up infrastructure for qiskit-tutorials migration qiskit#10443

At the time of writing, I've gone through the issues on the metapackage repo and sorted them all out, transferring existing ones to the correct places or closing as appropriate, and opening a couple of new ones just so the remaining few are a complete burn-down list for archiving the metapackage. All issues have open PRs, so once they're all merged, the metapackage repo can be archived, and Terra can be renamed Qiskit/qiskit.

Almost there... we can close it once finished. I agree that there is not much actionable here beyond reactive support.

The benchmark website is up and running and the announcement is in the making. With this, I can consider this epic closed!
