Description of Change

Cleanup WPF/Uno code.

  • Removes compiler directives for namespaces
  • Adds global namespaces via MSBuild Using items
  • Refactors code for defined Constants
  • Eliminates a number of Build warnings across Core, Uno, Wpf, and MAUI
