A .md file with an introduction to how Prism works, how to write new languages / plugins / features, and tests for those features, would be really helpful.

Good question. I did write this for languages, but we have basically nothing on plugins. I don't know what these "features" are specifically, but writing tests is just writing mocha tests or using our test suite, so I don't think we need extra documentation for that.
