在按要求安装了环境后，导入时报错，AttributeError: module 'paddle.fluid.libpaddle' has no attribute 'is_compiled_with_npu'，没找到相关的解决方案

在卸载了paddlepaddle-gpu,安装了paddlepaddle后，报错No module named 'paddle.fluid.io'

pip install paddlepaddle==2.3 解决问题
