Delete account vs disable account

Currently there is no implementation for either. The choice needs to be made whether accounts can/should be deleted, or if disabling them by updating the value of a new enabled or status column or something would be more appropriate.

Personally, I'm leaning more toward the latter, that way the buyer_id and seller_id columns in transactions would always point to a valid account id; being able to say that something about your data is always true tends to be a good feature.
