Use the latest version from the following authoritative repositories:
UFS_UTIL, GSI, FV3LAM, rrfs_utl.
Also, update the compiler version from intel 2018 to intel 2022 on Hera and JET.
Update the netcdf version from 4.7.4 to 4.9.2 on WCOSS.
Those new code and compilers were tested on Hera, Jet, and WCOSS2 with retros.
