Temporary rollback from xanadu

- 6526357 rolled FMS forward to the xanadu release.
  Unfortunately, xanadu does not play nicely with openmpi and
  exiting PRs are failing for this reason.
- I'm rolling FMS back to the previous version temporarily while
  we handle these PRs and then will roll forward again.
