Need additional argument added to update_slow_ice_and_ocean

For the recent corrections to the combined ice-ocean driver to be used, the ocean_ice_boundary information needs to be passed to the combined ice-ocean driver through the update_slow_ice_and_ocean call. The ocean_ice_boundary type has been added to an optional argument in SIS2 in commit 0006cd2 so adding this argument requires that version of SIS2 (or newer) otherwise there is an error at compile time.
