If LSP env is different than what the node manager originally started with, and there is not currently a channel active, then it should use the new LSP even if the "config" doesn't match.

2024-06-10 22:28:21.434 718e WARN  [mutiny_core::node:471] lsp config does not match saved lsp config, using saved one

Related to what I experienced with #1215
