On restore, go through all fedimint operations

We can get a full history of all fedimint onchain / lightning transactions if we do a full scan of the operations. This kind of works for on chain, up to 100 of the previous operations. For lightning, we only check when we have a lightning transaction pending. So for restores, right now, a lot of fedimint on chain activity would show up, but no lightning. A bit weird but we don't really have any expectations of transaction history persistance across restores.
