Documentation to connect ADF with Postgres flexible server is not clear or wrong

Documentation does not lead to desired result

I follow the docs described here to connect an adf to a postgres flexible server.

However, after following the steps and also the troubleshooting, I am unable to connect the two services, instead I get a Connection Timeout.
The same setup is working flawlessly for postgres single server so I think either there is a bug in the flexible server implementation or the documentation is wrong.

Please review and test again if the documentation is correct or correct it.
