This allows a 'Homepage' tag to be added to a port in order to support changes such as PR microsoft#2933. It currently does not do anything with it.

Allow a 'Homepage' field in the CONTROL file. This does not yet do anything with it.
Move urls that are currently in the descriptions into the Homepage field.
