Can't comment lines, only blocks

Description

I cannot comment individual lines using Atom's comment command (⌘/), only blocks; nor can I uncomment lines (generated by other sources) commented out using apostrophes.

Steps to Reproduce

1. Select text
2. Press ⌘/

Expected behavior:
