This occurs when compression type/extension has been changed in makepkg.conf (PKGEXT). repo-make rebuilds all of packages in repo-make.conf even the ones not needing it (where version has not changed).

Known problem. That's why I have the option to have the makepkg.conf static in repo-make-ci.sh. I, so far, did not have a deeper look into how much work this would mean to change that, but probably it is just not worth the trouble. Just hardcode some compression type and do not change it as long as you don't want to rebuild the whole repo. The space savings for just a handful packages is not worth switching this whenever Arch decides to do so.
