Make conformance tests reusable

EE Gateway should support everything that OSS supports. Closing

enables more of them to run.

Thus, the whole suite conformance tests run for KGO OSS should also be run for KGO EE. The config/tests suite should be developed in the OSS repo and imported into the EE repo.
