I think the only thing that isn't working as it should is that the launcher here is called julialauncher and so it doesn't end up as julia on the PATH.

My best guess is that we might be able to use rust-lang/cargo#9778 for this once it is stable. At least if it were to support some kind of conditional configuration of that.
