  • Can this parameter be changed in Nara if the community suggests a new parameter for it?
  • We have had a few elections happen with only the minimum number of candidates--for a 1 month council cycle this has a much bigger cost.

It was a bit difficult to know how the end of a failed election, for any reason, impacts proposals in flight, so lets consider adding a integration test that asserts the expected outcome.

We could certainly make a pre-proposal for it and open it up for discussion. I think it may have some more value now especially since the election/council cycle is a lot longer--but on the other hand it doesn't really protect against someone with multiple accounts just doing a last minute announcement for all "empty" spots in an election... so it is maybe of dubious value?
