Bots should have a bunch of different traits represented as 0-255 of how much they have the trait / know the skill

When playing, they should pick a trait to adjust over the next 5 games (if not currently adjusting a trait). They should then for the next 5 games play with a slightly elevated/decreased trait and record their average finishing position over the test period vs their general average. The bots permanent trait will then be adjusted in a positive/negative direction depending on if the experiment was a success, and an amount depending on how far the experiment went.

The higher levels of a trait should represent a mastery and should take a long time to achieve as well as giving a great level of ability in return.
