Create a "concept note" feature that goes before the funds

Applicants can then be invited to do a proposal in any of the existing funds

This would be used for OTFs "one button" workflow.

This doesn't need to be an issue (yet) - I think it's better to make this into a discussion as it is just a discussion point at the moment. There may be a better way to address this.
