Xerces update to support XSD 1.1 #1

Xerces 2.12.1 upgrades OK, but XSD 1.1 support does not work out of the box. It is likely due to an old API being used.

Xerces gets angry when the .xngr debugger.xngr-editor-v33.xml file is empty and will cause the editor to not load.
