Fixes replay buffer device after loading in OffPolicyAlgorithm

Description

I set the device of the replay buffer to the device of the model in load_replay_buffer() for OffPolicyAlgorithm. This avoids having to set the device manually after loading, as suggested by @araffin in #1561. The code provided by @araffin in #1561 to reproduce the error runs smoothly now .
