As a user I can see skills on another persons profile page

Acceptance criteria

• When looking at someone else's profile page it shows a list of their skills
• If a skill is marked as not available it has a 'not available' thing showing otherwise it doesnt say anything about that

Decided to remove this AC for now .. we'll just always show everything in edit mode on your own profile page

• If you are looking at your profile page there is an edit link or button that takes you into 'my skills' section

We discussed the lack of consistency in the mockups - my apologies - so aim for 'flat' presentation basically for everything including 'edit' mode on skiills

• In terms of 'read more' this should just expand the text in-line - give it more vertical space
