Parameter Testing issue template

Set up an issue template specific for parameter testings.

Thanks @minghangli-uni. I think discussion about the observations of the test will be comments in the issue once the issue is open. We want sections in the template for:

• a description of the parameter tests
• the exact version of your parameter test tool used (e.g. the url to a specific commit on Github)
• the yaml file provided to your tool
