**- What I did** If there is no BREAKOUT_CFG, then create it. **- How to verify it** 1. remove BREAKOUT_CFG from config_db.json 2. reboot 3. The BREAKOUT_CFG will be generated after reboot. Signed-off-by: chiourung_huang <chiourung_huang@edge-core.com>
