error MSB4181: The "ResolveComReference" task returned false but did not log an error.

Iam building my Visual Studio application on another platform i.e. Gitlab .
at the time of building the solution file i.e. .csproj file or .sln file Iam facing the below error.
error MSB4181: The "ResolveComReference" task returned false but did not log an error.
I also tried verbosity:diag commandline to get more detailed error information.but i did'nt get that much information from this.
@AaronRobinsonMSFT Any hint on how I can solve this problem would be helpful.
