It looks like the Lua upgrade broke one other subtle bug in the admin I just now discovered. In the Admin Groups area of the admin, the checkboxes under the "Permissions" area is empty, meaning we can't really manage any admin groups for agencies:

Related to this bug, it turned out roles weren't auto-populating in the role fields.

Both should be fixed now.

This was a really bizarre bug that was only happening in production and not in our test suite, which is a little disconcerting. I'm still not entirely sure what was going on, but fixed by the combination of:
