Add feature to block certain IPs or user agents across the entire system #220

We've been experiencing some problematic bot traffic recently that we've needed to block. However, we don't have a particularly standard way to implement these blocks. I've been modifying config files manually on the server, but the problem is that the next time we do a deploy, those config settings will get wiped. We need a better way to implement these types of blocks in our stack in a way that will persist.
