Add support for KMS

Hello,

I would find support for GCP KMS very helpful.

I'm currently raising a CR with an initial implementation for review. The KMS API is very broad, however, so for now I've limited the implementation to a small set of operations. This should make it easier to review and accelerate the ability for people to start benefiting from the change.
