Right now the metrics only begin to report on a host or base VM existing after the first event involving it, so if a host never boots anything that won't be visible in the metrics. We should get a list of VMs and hosts on startup instead.

Fetch the list of known hosts and base VMs on boot

This lets us see hosts that never power on/power off VMs and base images that
don't get cloned instantly.
