Add skip_destroy for aws_cloudwatch_log_group

I would want an option in the resource "aws_cloudwatch_log_group" in vpc_flow_log.tf file

Add skip_destroy so if I wish not to destroy the log group (and any logs it may contain) to be deleted at destroy time, and instead just remove the log group from the Terraform state.
