- Fixed Assist Tick start time bug by adding global song offset seconds to it

- bpm and stop numbers in notefield has no trailing decimal zero now.
[NotesWriterSM & NotesWriterDWI]
- These will not output in sm:
> metadata with blank values (sm and dwi)
> metadata with default values (when OFFSET is 0 and/or SELECTABLE is YES)
- All numbers (except step data) have no trailing zeroes. Decimal precision for beat seconds is 5 while others (bpm, numSeconds & groove radar data) is 3.
- removed measure number tags
- removed -nosongbg- in BGCHANGES
- default BGCHANGES value is changed from
0=[movie file]=1,1,1,0 to
0=[movie file]=1,0,0,0
[Others]
- changed default sample music length from 12 to 15
- removed possible banner lookup conditions. This fixed the bug
where jacket image is loaded when the song has no banner.

[How to compile SM3.9 r2017 using MVS 2005 Professional]
- Open MVS 2005, open StepMania.sln
- Proceed through the pages of the Conversion Wizard:
Next > No > Finish > Close
- Go to Project > Properties, Configuration Properties > C/C++ > Language
> Treat wchar_t as built-in type > No
- Switch to the Release configuration:
Build > Configuration Manager.
Change the Active Solution Configuration to Release.
Click Close.
(Note: You should use DSDK June 2010 from here forward)
- Tools > Options > Projects and Solution > VC++ Directories:
--Show directories for "Include files":
>>> Add a location of your DSDK\Include folder on top
--Show directories for "Library files":
>>> Add a location of your DSDK\Lib folder on top
- In Solution Explorer, select StepMania > Properties then
Configuration Properties > C/C++ > Preprocessor
Add _CRT_SECURE_NO_DEPRECATE in Preprocessor Definition
- Build > Build Solution (or press F7)
