As OFA tech lead, I need user role management markdown updated

The user role management md is outdated since #1179, #1230, #1321, #1340 and others related to #888 were merged.

hackmd to capture draft of updates.

ACs:

• no broken links in markdown
• screenshots should be updated to reflect any enhancements to DAC (e.g. security scans, user profiles, a11y, permission groups, etc.)
• updating user roles through CLI should be updated with appropriate syntax

Notes:

• this is blocked by feat(1658): Make various models read-only through Django Admin #1674

@valcollignon this is release 1 and currently blocked by #1358.

3/21/update: I will not open a draft PR for this issue until #1674 is merged. It is ideal for the screenshots in this markdown (which will be included in our SSP to show that models like Users, Data files, etc. cannot be modified from DAC. The screenshot below for Data files model, for example, currently shows that the fields can be edited. cc: @stevenino
