Release plan for first version

The main goal for now is to get the first release out before end of September where Dropbox API v1 is out. Performance might not be good but being able to keep access to the data is more important to fill the gap.

First version: before end of September

Open tasks:

• finish and merge initial version: Dropbox App - #GSOC-17 #1 (see review comments)
• take adapter from New Cacheable Flysystem Adapter core#29077 and put it in this app's namespace for the first version. This makes it possible to release the app before 10.0.4 is ready.
• IMPORTANT: write a migration that switches every oc_external_config entry that has the old Dropbox backend to the one from this app
• QA, changelog, info.xml, etc (talk to @pmaier1)
• Add CHANGELOG.md with version and release date
• Sign and build tarball
• release it to the marketplace
• Rename QA milestone to $version and close it
• get New Cacheable Flysystem Adapter core#29077 merged into core's master and stable10 for upcoming 10.0.4

Second version: after 10.0.4 release

• remove flysystem caching adapter from the files_external_dropbox
• adjust files_external_dropbox to use core's flysystem caching adapter
• make second release to marketplace
