When no public upload is allowed, one should still be able to create link shares with neither "permissions" nor "publicUpload" parameters given.

When no public upload is allowed, one should still be able to create
link shares with neither "permissions" nor "publicUpload" parameters
given.

Motivation and Context
It was a problem with the original implementation, a condition was wrong.
