Recently we have discovered, that some customer setups where missing migrations in the database.
In order to check the state - we can dump the contents of "oc_migrations" in an array.

This could help debug various migrations problem.

Since MigrationService is private it would take more time to make it public.

Or we just query "oc_migrations" directly.

@sharidas just query the "oc_migrations" table and add it to the config report as an array, that should be sufficient for now.

We'd like to have this in the 10.0.10 timeline, post freeze
