Schutzfile: move rngseed under a new common object #523

Certain scripts assume a general format for the Schutzfile. The rpmrepo snapshot update script assumes that values at the top level are objects and tries to find the `repos` sub-key below a top-level distro-specific key. Add the `rngseed` under a `common` object so that these assumptions aren't violated.
I don't think it's important to explain the meaning of "common" here, just to mention it as the location in the structure.
