Order of actions when replying is strange. Should be quoted text --> attachment --> emoji --> text input

So 2 issues here:

• There are 2 tabs for the quote
  • Empty a-href to jump to the message (Should be removed in the response case?)
  • X button to remove the quote
• The current order is attachment -> emoji -> quoted text -> text input due to the order in the HTML

Can asnwer the question A11Y wise, maybe JuliaKirschenheuter or nimishavijay / jancborchardt have an opinion on this

That was more meant as internal comments/todos for the dev working on it as I was trying to look into it, just don't feel comfortable changing the HTML layout with the flexbox in place
