Official 3rd-party apps do not get enabled after upgrade #9976

Steps to reproduce

  1. Update Nextcloud version

Expected behaviour

After the upgrade is finished, all official 3rd-party apps disabled by the upgrade process should be enabled afterwards. (As far as I understand this should be fixed with #239)

Actual behaviour

I have to manually enable those apps after every update.

Info: Pressing Ctrl-C will finish the currently running step and then stops the updater.

GitMate.io thinks possibly related issues are #7141 (Enabling apps issue), #4482 (Can't enable apps after upgrade from 11.0.2.7 to 11.0.3.2 Chrome only), #6614 (Cannot enable oAuth2 app after upgrading from 11 to 12.), #239 (Re-enable disabled »Official« apps during update), and #2738 ([Feature request] Re-enable - installed - apps after server upgrade, with their latest version).

This is due to Php 5.6. this will not happen on PHP 7.0+ anymore
