nextcloud_announcements ignores has_internet_connection=false #10752

Steps to reproduce

  1. Set has_internet_connection=>false in config.php
  2. Nextcloud periodically tries to access 88.198.160.138,tcp:443 (most likely https://pushfeed.nextcloud.com), which seems to be originating from apps/nextcloud_announcements/lib/Cron/Crawler.php

Expected behaviour

I assume, setting has_internet_connection to false, should prohibit nextcloud all outgoing connections to the internet

Actual behaviour

Outgoing connections to 88.198.160.138 tcp 443

Server configuration

Nextcloud version: : 13.0.5

Nextcloud announcements can be disabled in Apps.

GitMate.io thinks possibly related issues are #7119 (AppstoreFetcher spams logs while has_internet_connection set to false), #8858 ((please ignore)), #4056 (Strange behavior when 'appstoreenabled' => false), #3451 (enable_avatars=false breaks sharing), and #9005 (c).
