Updating app menu when enabling/disabling app is broken #10389

Somehow the navigation endpoint returns an object instead of an array, therefore rebuilding the navigation doesn't work after enabling/disabling an app in the apps management.

GitMate.io thinks possibly related issues are #239 (Re-enable disabled »Official« apps during update), #4663 (Update with disabled app store), #1047 (All menu icons break at once), #8038 ("Your apps" does not indicate enabled/disabled apps), and #7970 ("Retention" app (official app) missing from store/enabled/disabled apps).

cc @camilasan this might also affect the client as adding the links to the menu uses the same endpoint.
