Add make in the document latex directory.

Consider pushing document somewhere useful from CI vs requiring users to generate.

Since I did this backwards (added to CI instead of make), once it gets added to make it should be removed from cFS CI.

I think it would make sense to build and then move the document to the docs directory. From CI could just deploy the entire docs directory... just osalguide and usersguide for now.
