Mainline dht support in `iroh-dns-server` + builtin (add a discovery mechanism) #2414

For dht support there are two cases I think should be supported.

you're running the iroh-dns-server locally as a systemd service shared by multiple applications.
you're building a single binary to deploy on kubernettes and want to include everything

can probably be split into two issues
