If neither the position_held_item nor the parliamentary_term_item item is set an error is given:
1 error prevented this page from being saved:
`country_item`: could not be derived from the `position_held_item` or `parliamentary_term_item`. Please check they have a P17 country property.
This implies that there is an undocumented country_item parameter that could, perhaps, be provided explicitly by the administrator of this verification page. However, that parameter was removed in 2f3a447 and so should not leak like this.
