"no country" error references unknown/obsolete "country_item"

If neither the position_held_item nor the parliamentary_term_item item is set an error is given:

This implies that there is an undocumented country_item parameter that could, perhaps, be provided explicitly by the administrator of this verification page. However, that parameter was removed in 2f3a447 and so should not leak like this.

This error should be something more like:

"We were unable to derive which country this Verification Page relates to. Please ensure that either 51st United Kingdom Parliament or Member of the 51st Parliament of the United Kingdom has a P17 ("country") property."
