📖 WSL/Windows setup docs, rework setup docs

• Move minikube environment setup docs to its own document.

• Document what works for setting up minikube, OLM and the Konveyor operator on WSL / Windows

• Move some other docs to docs/

• Rework the main README.md:

  • have a quick start section
  • move some details to development.md
  • move environment install docs to local-minikube-setup.md
