This is a big plus if implemented. Ordering Apps / external sites on a per Group basis !!
There are apps that some groups aren't supposed to have access to and they are displayed on the app order and are executed. The result is access denied because that group is not supposed to have access. This is specially ugly if it is the first app to be executed.
A group app order defined by the admin is definitely a BIG plus on this !

Let the admin order all the apps, not just those who are free for all, which means doesn't have a group limitation.
Expected behavious is, when you don't have access to that app, you just don't see it in the menu.
This concerns apps with group limitation and also "external site"-app menu items.
