App order not staying tha same across diffrent pc and / or browsers.

Firefox newest / Chrome newest
is not saving the app order.
tried global app order and user based all the same.
going from one browser to the next, will change the app order.
going from one pc to the next, will change the app order.
going from one pc to the next, same browser, will change app order.
and vice versa.
Any help, users find this quiet annoying.
If a user, uses the same pc and browser its the same app order.

please someone rephraze the title to

"App Order is not working in NC18"
